Research Question

Mormon 8 established that the record is aimed at a shown audience. What does Moroni's transmission design add: how is disclosure regulated, and how is the record's reception supposed to be verified?

Orientation

Moroni is still the speaker, but much of Ether 4 is the Lord's quoted voice; claim ownership must track the shift. Chapter 4 addresses the Gentiles and the house of Israel collectively; chapter 5 abruptly addresses one future individual, the translator, in second person singular. The record here is not narrating its past but legislating its own future handling.

Observations

1. Sealed tier. Moroni is commanded to seal the brother of Jared's full vision (4:4–5). Part of the record is deliberately withheld at deposit.
2. Conditional release. The sealed material "shall not go forth unto the Gentiles until the day that they shall repent of their iniquity, and become clean before the Lord," and is unfolded when they "exercise faith in me... even as the brother of Jared did" (4:6–7). Disclosure is throttled by audience response, not by time.
3. Receipt as covenant signal. "When ye shall receive this record ye may know that the work of the Father has commenced upon all the face of the land" (4:17). The record's arrival is itself the announced sign that covenant activity is underway, and the scope named is the land.
4. Individual address. Ether 5 narrows the audience to one person: "I have told you the things which I have sealed up; therefore touch them not" (5:1). The translator receives handling instructions across fourteen centuries.
5. Pre-appointed verification. The plates "shall be shown by the power of God" to three witnesses, and their testimony "shall stand as a testimony against the world at the last day" (5:2–4). The record specifies its own authentication procedure in advance, including the number of witnesses.
6. Invitation frame. The chapter's climax is not threat but summons: "Come unto me, O ye Gentiles... Come unto me, O ye house of Israel" (4:13–14), with the greater things conditioned on rending "the veil of unbelief" (4:15).

Proposed Mechanisms

Graduated disclosure (response-conditioned transmission)

• Directional statement: Record deposited in tiers → audience response measured against stated conditions (repentance, faith) → disclosure expands or stays withheld → the audience's covenant state determines what it can receive.
• Confidence: Explicit as the Lord's quoted rule; the mechanism is stated, not inferred.
• Scope: Book layer (transmission frame), extending the Mormon 8 audience test: Mormon 8 defines who the record is for; Ether 4 defines how much of it they get.
• What this does not explain: Any calendar. The condition is a state, not a date, and the text gives no method for measuring collective repentance from outside.

Pre-committed verification (witness design)

• Directional statement: Anticipated skepticism → verification procedure specified before the fact (named number of witnesses, divine showing) → the record's later reception includes a testable claim about its own attestation.
• Confidence: Explicit as instruction; its later execution is a provenance (P-class) question, not a textual one.
• Scope: Passage, with a cross-text echo in 2 Nephi 27's three witnesses.

Counterevidence and Limits

• The Gentile condition here is spiritual, not territorial. Ether 4 addresses Gentiles wherever the record reaches; only 4:17's "all the face of the land" carries land scope. The land-covenant use of this chapter should rest on 4:17 and not overclaim the rest.
• The chapter's center is revelatory. Faith, unbelief, and the veil dominate; civilizational categories are absent. This is further evidence for the plural-purpose reading: transmission design serves a Christ-centered summons first.
• Measuring the condition is impossible from outside. Whether the sealed portion remains withheld because of collective unbelief is unfalsifiable in the project's terms; the mechanism is recorded as the text's claim, and no indicator in the modern layer may be scored against it.

Open Questions

1. Does "all the face of the land" (4:17) share the referent of "this land" in Ether 2, and can the usage survey (Study 03 next-research) settle it?
2. How should the project classify the fulfilled-or-not status of the witness provision? It is the clearest case of a textual instruction with a documented provenance sequel, and it may deserve its own P-class note.
3. Is the sealed-tier structure unique to the Jaredite material, or does Mormon's "hundredth part" compression function as a softer version of the same rule?

Summary Judgment

• Best-supported finding: The record legislates its own transmission: disclosure graduated by audience response, receipt announced as the covenant signal for the land, and verification pre-committed to appointed witnesses.
• Most important uncertainty: The referent of "all the face of the land" and whether the activation signal is land-scoped or audience-scoped.
• Contribution to the governing thesis: Strengthens. Ether 4:17 is the corpus's most direct statement that receiving the record signals active covenant work on the land, which is the activation claim in the Lord's quoted voice rather than the editor's. The revelatory center of the chapters limits how much civilizational weight the transmission frame alone can carry.
